Commission on clemency of the Republic of Tatarstan
Following the Decree of the President of the Russian Federation No. 1500 of December 28, 2001 “On commissions on clemencies in the territories of the regions of the Russian Federation”, the Commission of the Republic of Tatarstan on clemency was established by the Decree of the President of the Republic of Tatarstan No. УП-66 of January 31, 2002.
The principle objectives of the commissions on clemency in the territories of the Russian Federation are:
- Preliminary examination of clemency applications by convicts serving a sentence in the correctional system facilities located in regions of the Russian Federation, as well as applications of persons who finished serving the term prescribed by the court and whose conviction is unquashed;
- Preparing conclusions on clemency related materials for passing them to the attention of the highest officer of the region – a subject of the Russian Federation (the head of highest executive government authority of the Russian subject);
- Conducting public control after timely and correct implementation of decrees of the President of the Russian Federation on clemency on the given territory of the Russian subject, as well as overseeing convict custody conditions;
- Drafting proposals on improving performance of the correctional system facilities and agencies, and other government authorities located in regions of the Russian Federation, on clemency issues and social adaptation of individuals after serving the term of punishment.
