Coordination Council for Law Enforcement in the Republic of Tatarstan


The Coordination Council for Law Enforcement in the Republic of Tatarstan has been established by the Decree of the President of the Republic of Tatarstan No. UP-864 of 25 December 2010 “Coordination Council of Law Enforcement in the Republic of Tatarstan” in pursuance of the Decree of the President of the Russian Federation No. 1535 of 11 December 2010 “Supplementary Measures of Law Enforcement”.


Main objectives of the Coordination Council are as follows:

  • Generalising and analysing the information on law enforcement state in the Republic of Tatarstan, as well as forecasting the trends of development in this field;
  • Analysing the performance efficiency of the Ministry of Internal Affairs in the Republic of Tatarstan, the territorial bodies of federal executive authorities in the Republic of Tatarstan (further, “the territorial bodies of federal executive authorities”), bodies of executive power of the Republic of Tatarstan and local government bodies of the Republic of Tatarstan (further, “the local government bodies”)
  • Working out the measures aimed at assuring the law enforcement in the Republic of Tatarstan;
  • Organising the interaction between the territorial bodies of federal executive authorities, bodies of executive power of the Republic of Tatarstan, local government bodies, as well as the interaction of the said bodies with civil society institutions and socially oriented non-profit organisations involved in the issues of law enforcement in the Republic of Tatarstan.

The Chairman of the Council is Rustam Minnikhanov, President of the Republic of Tatarstan. Deputy Chairmen are Ildar Khalikov, Prime Minister of the Republic of Tatarstan, and Farid Mukhametshin, Chairman of the State Council of the Republic of Tatarstan. The Executive Secretary of the Council is Valentin Vlasov, Secretary of Security Council of the Republic of Tatarstan.
