The Security Council of the Republic of Tatarstan


The Security Council of the Republic of Tatarstan was established by the decree of the President of the Republic of Tatarstan No. УП-719 of 13th of September 1999 in the aim of providing for implementation of constitutional authorities of the President of the Republic of Tatarstan on protecting rights and liberties of people and citizens, honoring the Constitution and the laws of the Republic of Tatarstan.


The Security Council of the Republic of Tatarstan is an advisory body for the President of the Republic of Tatarstan, responsible for preparation of decisions of the President, the State Council and the Cabinet of Ministers of the Republic of Tatarstan on issues of vital significance for the individuals, the society and the state, and developing proposals on implementing integrated state security policy.


Main objectives of the Security Council are:

  • Defining and forecasting possible economic, informational, ecological and other types of threats to objects vital for security;
  • Developing key elements of the security strategy for of the Republic of Tatarstan and organizing preparation of programs to ensure its implementation;
  • Preparing a list of recommendations to the President, the State Council and the Cabinet of Ministers of the Republic of Tatarstan for decision making on issues of providing security for individuals, society and the state;
  • Preparing first-line proposals on prevention of emergencies and organizing recovery measures;
  • Analyzing circumstances of direct threat to life and security of citizens or constitutional order, as well as reporting to the President of the Republic of Tatarstan on a justified need to bring proposals to introduce, extend or cancel the state of emergency in the Republic of Tatarstan, or some of its locales, to the attention of the President of the Russian Federation, as required by the Federal Constitutional Law “On the state of emergency";
  • Developing proposals on coordination of activities of the Republic of Tatarstan government bodies in the process of implementing decisions related to providing security and evaluating efficiency thereof.


The composition of the Security Council is approved by the President of the Republic Tatarstan.


Functioning of the Security Council is provided for by the Secretary of the Security Council, named by the President of the Republic of Tatarstan.


The Security Council meets regularly, in accordance with plans approved by the Chairman of the Security Council. In case of necessity, the Security Council can hold unscheduled meetings.


In the light of principle objectives and tasks of the Security Council, it has the following permanent interdepartmental commissions:

  • On informational security;
  • On transport security.


To ensure efficient implementation of responsibilities, tasks and functions vested thereon, and to provide for development of scientific approach to preparation of proposals and recommendations to the government authorities of the Republic of Tatarstan, the Security Council of the Republic of Tatarstan has its scientific board.


The Chairman of the Security Council is Mr. Rustam Minnikhanov, the President of the Republic of Tatarstan.


Deputy Chairmen of the Security Council are the Chairman of the State Council of the Republic of Tatarstan Mr. Farid Mukhametshin and the Prime Minister of the Republic of Tatarstan Mr. Ildar Khalikov.


The Secretary of the Security Council of the Republic of Tatarstan is Mr. Airat Shafigullin.
